This policy document is the outcome of the review of the 1990 National Mass Communication Policy. The extant policy led to phenomenal changes in the information sector as it led to the establishment of public media institutions to widen the frontiers of information. However, the conceptual framework and thrust of the 1990 policy are no longer adequate to address changes in information technology and challenges thrown up by the dynamism in global information management.
