The Centre for Media and Society (CEMESO) invites applications from interested persons to apply for the role of a consultant for the production of an Explainer Video on Civic and Voter Education.

Introduction

Our organisation, which is an independent, non-governmental organisation based in Lagos, Nigeria and an implementing partner under the European Union Support to Democratic Governance in Nigeria (EU-SDGN II) Programme, the Support to the Media Component, is seeking applications from qualified consultants to produce a short explainer video aimed at enhancing voter education and inclusive participation in the Anambra off-cycle governorship election. The video will discourage voter apathy, electoral violence, vote buying, and manipulation, while promoting safety, peaceful conduct, and inclusive participation of all citizens, including youths, women, and Persons with Disabilities (PWDs).

Objectives

The objective of this assignment is to produce a 3-minute high-quality explainer video that:

  1. Simplifies civic and voter education (CVE) messages.
  2. Amplify key messages on voter participation, non-violence, and rejection of vote buying.
  3. Ensure inclusive messaging for youths, women, and PWDs.

Scope of Work

The consultant will be responsible for:

  1. Developing a script and storyboard for the explainer video in consultation with our team
  2. Producing a 3-minute high-quality, engaging, and informative video adaptable for TV, radio, and social media and meets the objectives outlined above.
  3. Ensuring the video is accessible, understandable, and relevant to diverse audiences, including youths, women and PWDs with features such as subtitles and captions

Desired Experience and Qualifications

The ideal consultant should have:

  1. Proven experience in producing explainer videos, animations, or similar content on governance, civic education, or social issues.
  2. Strong understanding of electoral processes, voter education, and civic engagement in Nigeria.
  3. Excellent scriptwriting, storytelling, and visual design skills.
  4. Strong attention to detail, creativity, and problem-solving skills.
  5. Experience working with development partners or electoral bodies is an advantage.
  6. Ability to deliver within tight timelines

Expectations

The consultant is expected to:

  1. Deliver a draft script and storyboard within mutually agreed-upon days.
  2. Produce a final video that meets INEC requirements and secure EU-SDGN approval within mutually agreed-upon days.
  3. Ensure the video is compatible with various digital platforms and social media channels.
  4. Provide all source files, including script, storyboard, and video files.

Issues to Amplify

The explainer video should address the following key issues:

  1. Importance of voter participation and rejecting apathy.
  2. Dangers of vote buying and electoral manipulation.
  3. Promotion of peaceful and non-violent elections.
  4. Assurance of safety and security during voting.
  5. Encouragement of inclusive participation for marginalised groups such as youths, women and PWDs.
  6. Countering misinformation and building trust in the process.
